
After studying economics at the University of Haiti and escaping the dictatorship of François Duvalier, Rosny Smarth earned a degree in agronomy from the Catholic University of Chile.
Settled in Chile, he began working in 1967 at the Agricultural Development Institute, where he collaborated closely with Jacques Chonchol. In 1973, he was part of the committee that worked on President Salvador Allende’s agrarian reform. During the Popular Unity government, he joined the Movimiento de Acción Popular Unitaria (MAPU).
In 1975, he taught agronomy at the Chapingo Autonomous University in Mexico, and starting in 1977, he worked as a United Nations official in that country. He later returned to Haiti after the fall of dictator Jean-Claude Duvalier.
Between 1991 and 1994, he served as an advisor to Haiti’s Minister of Agriculture.
Rosny Smarth was a member of the political party Struggling People’s Organization (OPL) and was appointed Prime Minister of Haiti by President René Préval, a position he held from February 27, 1996, to June 9, 1997. He resigned due to the political deadlock the country was facing.
After several years away from political life, he returned to the public sector in 2017 to briefly serve as Haiti’s ambassador to Chile.
